What Are In House Costs?
The Three Rivers Partnership is prepared to take this challenging Project forward on behalf of the wider community and bring it to fruition. This will involve overseeing the work of Consultants and Architects, leading and managing the vital fundraising work, negotiating with NDDC the planning consents and release of funding, working closely in partnership with GTC and acting generally as the agents of the Community to achieve the best outcome.
Whilst the Trustees and Members of the Partnership will continue giving their valuable time and effort free to the community, the work they will have to do to get this Project up and running and keep it on track will necessarily incur costs which have to be met from somewhere. It is also necessary that the revenues to cover these costs are assured before work can begin. The estimates of annual expenditure for the duration of the design and build phase are:

How Might These Costs Be Met?
Unhappily for us, the impending UK Olympics in 2012 have already caused many sources of grant funding to dry up. Whilst we remain optimistic that, with professional support, we can secure substantial grants towards the Capital costs of the project, these 'in house costs' are broadly seen to be part of the community's share. Gillingham Town Council have been generous with grants in past years but drawing down from these funds merely increases the overall funding gap, as would be the case if NDDC permitted us to draw down from the £ 4m pot they are holding on our behalf. The most equitable solution is to share these cost across the whole catchment area, noting that this arrangement will be for a period of two years only (FY 08/08 and FY 09/10) after which the Annual Management Subsidy kicks in.
What Would This Cost To The Community?
There are approximately 12000 Band D Equivalent households in the proposed catchment area. Sharing the in house costs fairly between them, each Band D household in this area would pay:
